Apparently Michael Stipe wrote it as an ironic criticism to Chinese propaganda and the Tiananmen Square incident. Turns out he doesn't like the song much.
REM are the Bob Denvers of the 90s. Next you'll be telling me that Bobby McFerrin wrote "Don't Worry Be Happy" ironically. Which, upon 2 seconds of research, he didn't, but along with Hakuna Matata & the later B52s songs, i believe that these musical pieces contributed to Barack "Hakuna Matata" Obama winning the election.

No, I just remember seeing this for the first time and being equal parts repulsed and enamored. I don't know why.
